I deeply regret not taking a moment to call or message, and I understand how disappointing this must have been for you.
To make it up to you, I would love to take you out for lunch or dinner, whenever it suits you best. This will not only give me the opportunity to celebrate your birthday properly but also allow me to apologise in person.
